About Michael A Francis
Mr. Francis is the head of the Firm's Environmental Department. He has over 30 years of experience providing representation and guidance in connection with a wide range of environmental matters including contaminated real property and superfund sites. Mr. Francis concentrates his practice on: Representing clients on issues and cases involving the impact of environmental laws on commercial and industrial real properties throughout California; Redevelopment of contaminated properties including projects involving the Brownfields and Polanco Act; Environmental compliance and insurance issues; Contaminated properties, groundwater contamination and underground storage tanks; and cost recovery litigation arising from those issues. Mr. Francis has substantial experience in defending and prosecuting cases involving contamination, including CERCLA and RCRA federal actions, similar state statutes and claims for nuisance, trespass, and negligence. He also represents clients in negotiations with state and federal agencies regarding these compliance issues.
