Born in Los Angeles, California, on October 2, 1956; admitted to the bar in 1983, California; 1986, U.S. District Court, Central District of California. Education: University of California at Los Angeles (BA, 1978); Emmanuel College Law, Cambridge, England; Loyola Marymount University (JD, 1982). Recipient: Dean's Honor List, University of California at Los Angeles; Loyola Law School. Commissioner, Los Angeles County Superior Court, 1994-1995. Former Deputy District Attorney, 1983-1994. Worked as a DA in Downtown LA (Criminal Courts Building and Metropolitan Ct), Torrance Ct, Compton Ct (including Compton Ct - Juve), Van Nuys Ct, Inglewood Ct, Pasadena Ct, Long Beach Ct, and Norwalk Ct, Santa Monica Ct. Steve was also a Superior Court Commissioner in Dependency Court - Monterrey Park. While with the DA's office, Steve specially prosecuted DUI's and sex crimes.
