Philip N. Walker

Attorney Walker was born in Hartford, Connecticut in 1948. He obtained an A.B. degree from Brown University in 1971, a Master of Arts degree in Anthropology from Syracuse University in 1974 and a J.D. degree from Western New England College School of Law in 1986. Attorney Walker was admitted to the Connecticut Bar in 1986, the United States District Court for the District of Connecticut in 1987, and the United States Circuit Court of Appeals for the Third Circuit in 2000. Attorney Walker is a member of the Connecticut Bar Association and a member of the Association's Environmental Law, Planning & Zoning, Administrative Law and Litigation sections. He is also a member of the Litchfield County Bar Association and American Bar Association. Attorney Walker concentrates his practice by choice in administrative law, historic preservation, land use and environmental law in municipal, state and federal agencies and in state and federal courts. He practices also in areas of child welfare and youth law in state agencies and courts. Attorney Walker continued pre-doctoral studies in Sociocultural Anthropology at Syracuse University through 1978 He conducted research and evaluation studies in institutional development, education, and health care. He taught at Utica College, the University of Connecticut and Mattatuck Community College, now Naugatuck Valley Community College.
