Jorge L. Cruz

Mr. Cruz-Bustillo is Of Counsel in the Firm specializing in Communications and Administrative law. As a member of our Communications/Rights of Way Management Practice Group, he represents local government and private clients on issues involving communications, utilities, and rights-of-way management. He also represents communications companies, providing voice, data, broadband internet access and Voice over Internet Protocal (VoIP). Mr. Cruz-Bustillo has extensive regulatory expertise in handling matters before the Florida Public Service Commission, the Federal Communications Commission and all related appeals to federal and state courts including the Florida Supreme Court. His experience includes negotiating and drafting Interconnection and Reciprocal Compensation agreements as well as others; and litigating disputes which arise from those agreements. Mr. Cruz-Bustillo also handles matters before the Florida Division of Administrative Hearings (DOAH), representing public and private clients in bringing challenges to proposed rules as well as representing commercial and individual clients who hold Professional Licenses in disciplinary actions in which the State seeks to fine or penalize the licensee and/or suspend or revoke the license itself.
