About Jeffrey L. Roelofs

Mr. Roelofs opened his Newburyport practice in 2007, after 13 years with two of the Boston area's most prestigious environmental and land use firms. Mr. Roelofs' experience has focused on environmental and land use law. He counsels and advocates for public and private clients in a wide range of matters including permitting, regulatory compliance, enforcement defense, real estate and business transactions, and litigation under a variety of environmental and land use laws. Mr. Roelofs appears regularly before state and federal environmental agencies and regulators and has appeared before more than 70 local boards and commissions throughout Massachusetts and New Hampshire. Mr. Roelofs' practice includes advice, permitting and litigation involving: Siting and permitting of complex or controversial development projects, including the pursuit and defense of local, state and federal permits before local boards/commissions, state and federal agencies, and courts – with permits such as site plan approval, subdivision approval, special permits, variances, c. 40B permits, wetlands Orders of Conditions, c. 91 licenses, NPDES permits, Title V permits, and MEPA certificates. Contaminated properties in the context of real estate or business transactions, brownfields redevelopments, regulatory compliance, enforcement defense, and litigation. Enforcement defense in actions initiated by local, state and federal regulators under a variety of environmental laws, such as those relating to wetlands, waterways, stormwater management, wastewater, solid waste and releases of oil and hazardous materials under c. 21E and Massachusetts Contingency Plan. Environmental impact review for large-scale or complex projects under MEPA (state) and NEPA (federal). Transactions involving properties or businesses with environmental issues, including due diligence, permit and compliance review, negotiation of purchase and sale and related agreements, management of environmental risks and liabilities, and permit transfers. In 2007, Mr. Roelofs was appointed co-chair of the Boston Bar Association's Wetlands, Waterways and Water Quality Committee. He is also a member of the Newburyport Planning Board and the Boston Bar Association's Environmental Section Steering Committee. Prior to forming his own firm, Mr. Roelofs worked 7 years with Anderson & Kreiger LLP (2000-2007), where he joined the firm as a partner in 2005, and 6 years with Foley, Hoag & Eliot LLP's environmental department (1994-2000). Although Mr. Roelofs' primary office is located in Newburyport, Mr. Roelofs serves clients throughout Massachusetts and New Hampshire and maintains strong and active connections with the legal and business munities in the Greater Boston area and beyond.
