Robert E. Waters

I am an experienced criminal defense attorney, having been admitted to the North Carolina Bar in 2004, the Virginia Bar in 2005 and the District of Columbia Bar in 2006. I clerked for the Honorable Louise W. Flanagan, U.S. District Judge for the Eastern District of North Carolina from 2004-2006. From 2006 to 2011, I practiced Medicare Provider Reimbursement Law as an associate in the D.C. offices of Vinson & Elkins and then King & Spalding. For almost 12 years from 2011 to 2022, I was an Assistant Federal Public Defender for the Eastern District of North Carolina, and from 2022 to 2023, I was a litigation document review attorney with Womble Bond Dickinson in Morrisville, NC. I took my position with Guirguis Law in fall of 2023 and currently specialize in state Post-Conviction Review as well as criminal defense cases.
